The name. The Deception Arcane is this instrument's proper name — an arcane in the sense of a specialized diagnostic device: the signature instrument for diagnosing engineered-incompetence regimes. It is the measurement layer; the Polymorphic Catalysis Toroid (schema name: Convergence Topology) is the companion evidence layer its cell references point into.
Obfuscratic Sabbotarchy is the concept: rule by sabotage (the sabbotarchic regime form) operating through deliberate obfuscation that frames the sabotage as incompetence (the obfuscratic operational signature). Naming the regime is not sufficient — the concept cannot be proven by accusation. The diagnosis requires signature analysis. Genuine incompetence produces symmetric error, accepts correction, advances based on technical competence, and operates inside a coherent information architecture. Engineered incompetence produces asymmetric directional outcomes, resists correction disproportionately to its cost, advances loyalty over technical competence, and operates inside internal coherence flanked by manufactured external incoherence.
This instrument scores seven government-services-redirection architectures (six v0.1 seeds plus Regulatory Rollback, added v0.8 as a candidate) on the five signature dimensions. Each score is anchored to specific evidence — cells in the Polymorphic Catalysis Toroid, official documents, court filings, agency reports. A composite Obfuscratic Sabbotarchy Index emerges from the weighted aggregate. Architectures above 70 sit in the High-Asymmetry band — the pattern consistent with engineered incompetence; below 30 are consistent with genuine dysfunction or genuine competence; the band between requires further analysis. A note on the anchors: the toroid is the author's own documentation instrument — its cells are pointers into compiled public sources (documents, filings, records), not independent third-party verification; the primary sources behind each cell are what carry the evidentiary weight.
The instrument is a measurement apparatus, not an argument. The dedicated focus on government-services redirection is methodologically chosen — this is where asymmetric outcome distributions are most cleanly measurable and where the diagnostic case is structurally strongest. The redirection of funds from public-serving functions toward extraction, surveillance, and procurement is the cleanest available proof signal.

About the negative controls (bottom rows). These are cases we expect to score low — including a deliberately near-identical historical case, the 1990s "Reinventing Government" federal workforce cuts. Listing them, and committing to an expected band before running the scoring, is how this instrument shows it can return a low score rather than only ever confirming high ones. The dates are when each case operated; the band is a pre-committed estimate, not a forecast. Status: C2 has been evidence-scored via the reform-lineage baseline below (composite ≈19 — inside its pre-committed band); C1 and C3–C5 remain pre-registered and unscored. One caveat stated plainly: the controls were scored by the same analyst who pre-committed the bands — a self-administered validity check, useful but not independent replication.
Beyond how an architecture is run (S1–S5), these candidate dimensions measure active operations on public resources and power — generating cost, spending force, or inflicting harm for a non-public payoff. The comparison table above is a snapshot — each architecture's five-signature score at one moment. This layer adds time: it tracks the same five signatures across dated checkpoints to answer three questions the snapshot cannot.
How it connects: this is not a separate tool — it is the time-derivative of this instrument. It runs on the same five signatures and the same seven architectures in the comparison table above, and (once scored) on the candidate resource-operations dimensions S6–S8 documented in the methodology increments. The real-architecture table is the first one below; the abstract sandbox sits beneath it only to show the formulas compute.
In plain terms: (1) velocity — is an architecture's engineered-incompetence score rising, and how fast? A score of 80 reached slowly (an old, settled dysfunction) is not the same as 80 reached in a year (an active capture). (2) breadth-velocity — how quickly are new architectures crossing into the engineered band? This is the "everything at once" feeling, made into a number. (3) synchrony — when architectures cross the line, do they cross together? Coordinated programs cross in clusters; unrelated dysfunction crosses at random times. Synchrony is the one number here that can come out against the coordination claim — which is exactly why it's worth measuring.
The same seven architectures as the comparison table, re-scored on all five signatures at three dated checkpoints under as-of discipline (only evidence public by each date; audit trail in sabbotarchy_backscoring_evidence.md). Composite velocity is the change over the last interval; back-scoring was performed retrospectively, so as-of discipline restricts the evidence set, not the scorer's knowledge of outcomes — a limitation only prospective scoring removes. Synchrony caveat — read before citing Σ: DOGE enters the window already above 70 and the other six cross within the first interval, at the administration onset. Σ is therefore (1) confounded with ordinary fast regime change, and (2) window-dependent: against a uniform null over the full two-interval window Σ = +0.41, but against the single interval in which the crossings actually occur Σ = −0.17 — less bunched than chance. (The audit trail's Σ ≈ 0.37 was computed over six seeds; the displayed value recomputes over seven.) Σ is reported, not diagnostic. The reform-lineage baseline below shows mid-administration reform programs produce no crossings at all — but the diagnostic null Σ needs is other administration onsets (e.g. 1981, 2017, 2021), which is future work. Back-scores are interpretive (anchored to dated evidence; conversion to a number involves judgment).

Mean baseline ≈ 18 (Genuine) vs. current seeds 76–91 — the discrimination result across three administrations and both parties. None produced engineered-band crossings or a tight onset cluster, so the current Σ reads as excess over a ~0 baseline, not a standalone number.
Strategic doctrines, not architectures — not measured on the five signatures. They explain why engineered dysfunction is politically rewarded rather than punished: the layer that makes a sabbotarchy self-sustaining.
