Why a controlled vocabulary
The standard governance lexicon — corruption, capture, incompetence, dysfunction — flattens distinct operational modes into a handful of casual labels. Critical analysis collapses because the words don't discriminate.
The taxonomy is not a description of contemporary governance. It is the discriminative infrastructure required to describe contemporary governance accurately.
Each mode is a distinct analytical predicate. Combinations are operationally significant: a single phenomenon often exhibits several modes simultaneously, and the density itself is structurally meaningful. Primary-vs-protective readings (e.g., Sabbotarchy operating with Kakistocracy as its protective framing layer) produce accuracy that single-mode reading cannot reach.

How the enumeration counts
The taxonomy enumerates 42 numbered slots. Four of those slots are cross-cluster listings — the same mode placed in a second cluster where it also operates: Faithocracy (28 = 30), Marketerocracy (10 = 37), Spectaculocracy (12 = 39), Ridiculocracy (17 = 40). A dual-listed mode keeps both numbers so cluster-local reading stays intact, but it is one mode, not two: the 42 slots name 38 distinct predicates plus the four dual placements. Cluster 6 (Optics) is therefore best read as a cross-cluster view — three modes seen again through the optics lens, plus one mode of its own (Performocracy). When counting modes present in a case, count each dual-listed mode once.

The originating concept
Sabbotarchy occupies a special position in the taxonomy. It is the mode that operates behind other modes — providing the operational cover that allows the other modes to proceed without conventional accountability. The Obfuscratic modifier is what enables that operational position. The full concept-name is Obfuscratic Sabbotarchy; the taxonomy slot is filled by the regime-form noun, Sabbotarchy.
