# Multimalocracy Taxonomy Revision Proposal
## Formal proposal for incorporating Imperocracy and Documentocracy as modes 43 and 44

*Proposal document for the next revision of the Multimalocracy governance-mode taxonomy. Companion to the Convergence Topology schema (v0.13) and the four-paper analytical portfolio. Sibling to the methodology paper, Documentocracy paper, Industrial Complexes paper, and Polymorphic Matrix extension paper.*

## Proposal summary

This document proposes formal incorporation of two governance modes into the Multimalocracy taxonomy: **Imperocracy** and **Documentocracy**. Both modes were generated during construction of the Convergence Topology schema (v0.7 through v0.10) as matrix-derived discoveries — phenomena that the existing 42 modes did not have discrete names for, generated by sub-topology assembly and attribution-correction respectively. Both have proven operationally significant across multiple cells in the matrix and warrant taxonomy inclusion to maintain the discriminative-vocabulary function the taxonomy serves. The proposal specifies definitions, distinguishing features against adjacent existing modes, cluster placement, cellular evidence base, and falsifier conditions for each. The originating-insight provenance is preserved: Sabbotarchy (mode 39 in current taxonomy enumeration; originally coined as *Sabbotarcracy*, formally renamed in 2026 to the bipartite *Obfuscratic Sabbotarchy* to expose the regime-form-plus-operational-signature structure the single-word neologism collapsed) was identified by the originator prior to the matrix construction; Imperocracy and Documentocracy emerged from matrix work and represent its analytical productivity.

## 1. Imperocracy

### Definition
Rule by unbounded executive operating outside enforceable check. Names the *structural condition* in which executive action proceeds without judicial enforceability, civil-military separation, congressional oversight, or constitutional compliance acting as binding constraints on executive operation.

### Operating mechanism
Imperocracy is a property of the relationship between executive action and constraint structures rather than of the executive actor itself. The mode operates when:
- Adverse court rulings can be ignored or worked around without effective contempt enforcement
- Statutory restrictions can be reinterpreted or selectively enforced without effective congressional response
- Military or paramilitary force can be deployed for domestic operations without effective civilian oversight
- Personnel decisions can be made without effective merit-system or civil-service protection
- The executive's discretionary space expands faster than constraint structures can recover

The mode is distinct from authoritarian governance per se. Authoritarianism is one possible operating regime under Imperocracy conditions, but Imperocracy describes the *structural enabling condition* for such regimes, not the regime itself. A democratic executive operating with normally-constituted constraint structures is not Imperocratic; the same executive operating after constraint structures have been weakened becomes Imperocratic regardless of stated democratic commitments.

### Distinction from adjacent existing modes

### Cluster placement
**Proposed: Cluster 4 (External & Hidden Influences — Blue)**, adjacent to Cryptocracy and Espionocracy. The structural-condition character of the mode fits the cluster's focus on background-condition modes that enable other operating modes. Imperocracy is a precondition for many forms of operating-coalition behavior in adjacent clusters; placing it in Cluster 4 reflects its enabling-condition function.

*Alternative placement to consider: Cluster 1 (Wealth & Power Concentration — Green), adjacent to Plutocracy and Oligarchy. The "concentration" framing fits the executive-power-concentration dimension of the mode. Cluster 4 placement preserves the structural-condition vs. operating-mode distinction more cleanly; Cluster 1 placement emphasizes the power-concentration dimension. The choice depends on whether the taxonomy organization prioritizes operating-vs-structural distinction or power-dimension grouping.*

### Falsifier
Imperocracy is falsifiable. The mode is falsified by demonstration of effective binding check on executive action — sustained judicial enforcement of adverse rulings, congressional reassertion of authority over executive operations, civil-military boundary restoration, civil-service protection effective enforcement. None of these conditions currently observed; structural trajectory in opposite direction. If conditions reversed, the mode would be falsified for the relevant period.

### Anti-overuse rule
Imperocracy should not be tagged on cells merely because executive action is involved. The mode requires evidence that constraint structures are weakened or absent in the specific operational context. Cells operating through normally-constituted constraint structures should not carry Imperocracy tags even if other governance modes (Plutocracy, Pseudocracy, etc.) operate.

## 2. Documentocracy

### Definition
Rule by holders of the documentation apparatus that demonstrates what others identified, by virtue of holding the apparatus rather than by virtue of having generated the insight. Names a *credit-flow architecture* in which downstream documentation captures attribution that belongs structurally upstream.

### Operating mechanism
Documentocracy operates by exploiting a structural property of apparatus-mediated knowledge production: whoever holds the visible apparatus tends to receive credit for what the apparatus demonstrates, even when the originating creative or empirical work was upstream of the apparatus. The mode is theft-adjacent: it captures downstream value (credit, capital, prestige, market position) from upstream creative labor while maintaining a framing layer that protects the captor from accountability.

The mode is distinct from straightforward theft. Apparatus-holders genuinely contribute partial value through distribution rails, computation, intermediation, vocabulary, scale, or coordination; Documentocracy operates by inflating this partial contribution into apparent total production while obscuring the originating contribution.

### Cluster placement
**Proposed: Cluster 1 (Wealth & Power Concentration — Green)**, adjacent to Plutocracy and Corporatocracy. The mode's primary operational effect is capital and prestige flow to apparatus-holders at the expense of originators, which sits structurally inside the concentration cluster.

*Alternative placement to consider: Cluster 2 (Deception & Manipulation — Red), adjacent to Pseudocracy and Narratocracy. The framing-protection mechanism is structurally similar to other Red cluster modes. Cluster 1 emphasizes the concentration outcome; Cluster 2 emphasizes the operating mechanism. Either could fit; the choice depends on the taxonomy's organizing principle for this mode-family.*

### Falsifier
Documentocracy is falsifiable. The mode is falsified by demonstration that apparatus-holders consistently surface originator credit, that compensation flows reach originators in proportion to their contribution, and that the apparatus operates as transparent attribution infrastructure rather than as credit-capture infrastructure. Currently observed: across nine theft-adjacent schemes documented in the Documentocracy paper, the trajectory is in the opposite direction.

### Anti-overuse rule
Documentocracy should not be tagged on cells merely because apparatus is involved. The mode requires evidence of the originator-vs-apparatus credit-flow distortion specifically. Apparatus that operates with transparent attribution and proportional originator compensation does not exhibit the mode.

## 3. Originating-insight preservation note

Sabbotarchy (current mode 39, originating insight in the broader portfolio; originally coined as *Sabbotarcracy* and formally renamed in 2026 to the bipartite *Obfuscratic Sabbotarchy* — the noun *Sabbotarchy* alone occupies the taxonomy slot, while the full *Obfuscratic Sabbotarchy* names the regime concept in its full bipartite analytical structure) was identified by B. Greenway prior to the construction of the Convergence Topology matrix. The 42-mode Multimalocracy taxonomy was constructed as the apparatus that makes Sabbotarchy operationally distinguishable from adjacent modes (Kakistocracy, Pathocracy, Anemocracy, Ignorocracy, Bureaucratocracy). Without the taxonomy, the discriminative vocabulary required to distinguish Sabbotarchy from those adjacent modes does not exist, and the mode collapses into the protective framing it depends on.

Imperocracy and Documentocracy emerged from work *with* the apparatus that was constructed around Sabbotarchy. The matrix-derivation pattern is itself worth naming as evidence the apparatus is generative: it produced two new candidate modes by sub-topology assembly and attribution-correction respectively. The taxonomy's purpose is to discriminate governance modes operationally; if its application produces additional candidates, those candidates are evidence of the apparatus working as designed.

The integration of Imperocracy and Documentocracy into the taxonomy formalizes the matrix-derivation pattern. Future revision pathways might include additional modes generated by ongoing analytical work, with each revision documenting the originating provenance — which mode identifications came from external insight, which from sub-topology assembly, which from attribution-correction, which from cross-cell observation. The provenance discipline is itself a methodological defense against Documentocracy operating on the taxonomy itself.

## 4. Numbering and placement options

**Sequential numbering**:
- Mode 43: Imperocracy (cluster placement: Blue — External & Hidden Influences)
- Mode 44: Documentocracy (cluster placement: Green — Wealth & Power Concentration)

**Cluster-internal renumbering** if the taxonomy uses cluster-relative numbering:
- Blue cluster gets Imperocracy added at cluster-final position
- Green cluster gets Documentocracy added at cluster-final position

**Alternative cluster placements** to consider:
- Imperocracy → Cluster 1 (Green) if power-concentration emphasis preferred
- Documentocracy → Cluster 2 (Red) if framing-mechanism emphasis preferred
- Both → a new sixth cluster (e.g., "Structural Conditions & Apparatus Effects") if structural-vs-operating distinction is significant enough to warrant cluster-level recognition

The placement choice has methodological consequence: it affects how the taxonomy's organization can be reasoned with at higher levels of abstraction. Placement in existing clusters preserves the six-cluster structure; placement in a new cluster acknowledges the structural-condition distinction these matrix-derived modes share. The proposal does not foreclose either path; the originator's preference on taxonomy structure should govern.

## 5. Revision-process integration

This proposal is offered as input to a future revision of the Multimalocracy taxonomy at originator discretion. The originator's authority over the taxonomy structure is preserved; matrix-derived candidates are submitted for consideration rather than asserted as taxonomy entries. The Convergence Topology schema (v0.13) currently uses both modes as cell tags, treating them as candidate modes pending taxonomy revision; the schema's documentation of their operating density across cells provides the evidence base for revision consideration.

The revision could include:
1. **Acceptance** of both modes with placement specification
2. **Acceptance** of one mode with deferral of the other for further evidence accumulation
3. **Deferral** of both with continued candidate-mode status pending further matrix work
4. **Reframing** of one or both modes if the originator identifies a structural revision that better captures the phenomena

Any of these outcomes is consistent with the originator-as-taxonomy-authority discipline that the broader portfolio maintains.

## 6. Closing methodological note

The matrix-derivation of these candidate modes is itself worth preserving as portfolio history. The Multimalocracy taxonomy was originally constructed as the apparatus that makes Sabbotarchy distinguishable; the Convergence Topology matrix was originally constructed to document Sabbotarchy operation across cells; the matrix produced two further candidate modes that the original taxonomy did not have names for. The portfolio's generative capacity — its ability to surface phenomena that require new naming — is what makes it useful analytical infrastructure rather than a static descriptive document.

The originating provenance for each mode in the taxonomy should be tracked explicitly in the next revision. The provenance discipline protects against Documentocracy operating against the taxonomy by capturing originator credit at the apparatus layer. For Sabbotarchy (full concept: Obfuscratic Sabbotarchy): originated by B. Greenway prior to apparatus construction, with the framework concept formally renamed in 2026 from the original *Sabbotarcracy* coinage to the bipartite *Obfuscratic Sabbotarchy* — both terms refer to the same regime concept; the rename exposes the bipartite analytical structure (Sabbotarchy = regime form, Obfuscratic = operational signature). For Imperocracy: matrix-derived through sub-topology assembly during Convergence Topology v0.7. For Documentocracy: matrix-derived through attribution-correction during Convergence Topology v0.10.

Explicit provenance discipline at the taxonomy level is the simplest defense against Documentocracy at the level of the taxonomy itself. The discipline costs nothing to maintain and prevents downstream readers (academic citers, AI training data extractors, derivative-work producers) from collapsing the originator into the apparatus. The work is most useful when its attribution remains accurate.
