## Abstract

The concept of *Obfuscratic Sabbotarchy* — rule by sabotage (the sabbotarchic regime form) operating through deliberate obfuscation that frames the sabotage as incompetence (the obfuscratic operational signature) — names a regime-character that has been observed informally but never measured formally. This paper proposes a five-dimensional signature framework that distinguishes engineered incompetence from genuine incompetence through measurable empirical patterns: asymmetric outcome distributions, domain-selective competence, anti-remediation response, recruitment selection patterns, and information-architecture asymmetry. A composite Obfuscratic Sabbotarchy Index emerges from the weighted aggregate of the five dimensions. The accompanying signature instrument scores six government-services-redirection architectures, demonstrating the framework's diagnostic capacity on documented operations. The framework treats obfuscratic sabbotarchy as a measurement problem rather than a rhetorical accusation: the diagnosis must survive evidence, not produce it.

## 1. The problem this framework addresses

Two analytical failures recur in contemporary discourse about state dysfunction.

The first failure is *naming without measurement*. An observer notices that an agency, an administration, or a coalition is producing systematically dysfunctional outcomes — sustained policy failures, conspicuous public-facing incompetence, regulatory paralysis. The observer asserts that the dysfunction is deliberate, intentional, manufactured. The assertion may be correct; it may be wrong; it cannot be evaluated because no measurement instrument exists to distinguish engineered from genuine incompetence. The accusation collapses into hyperbole or motivated reasoning. Critics of the accusation rebut with the alternative explanation — "this is just normal government dysfunction" or "this is just one administration's policy preferences" — and the discourse loops without resolution.

The second failure is the inverse: *measurement without naming the operation*. Researchers measure specific policy outcomes — coverage losses under one program, deportation rates under another, audit-rate redistributions — but treat each as a discrete policy choice rather than recognizing the systematic *signature* across operations. The forest disappears into the trees. The architectural pattern that connects DOGE workforce reductions, OBBBA Medicaid administration, ICE detention expansion, IRS dismantling, NIH compression, and VA restructuring is invisible if each is examined in isolation.

The framework proposed here addresses both failures simultaneously. It provides measurement primitives for diagnosing engineered incompetence in any specific architecture, and it makes the cross-architecture signature pattern legible by applying the same primitives uniformly across multiple targets.

## 2. The originating insight and the bipartite naming structure

The framework's proper concept-name is **Obfuscratic Sabbotarchy**. Both terms were coined by the author through linguistic-autopsy procedure — the practice of stripping phonemic material from base words to expose latent semantic content and recombining with classical morphological suffixes to produce previously-unnamed analytical predicates. The bipartite naming is not stylistic; it carries the framework's central analytical commitment.

**Sabbotarchy** names the regime form. The base word *sabotage* loses its initial phoneme and combines with the suffix *-archy* (the classical Greek root meaning *rule*, as in monarchy, oligarchy, hierarchy, anarchy). The construction produces *Sabbotarchy* — rule by sabotage. The choice of *-archy* over the more colloquial *-cracy* is deliberate: *-archy* sits in the etymological family of regime forms (the structural categories), while *-cracy* sits in the family of governance modalities (the operational mechanisms). Sabbotarchy is a *regime form* — a structural category of rule — not merely a governance mode.

**Obfuscratic** names the operational signature. The base word *obfuscation* combines with the adjectival suffix *-cratic*, producing an adjective that describes regimes operating *through* the deliberate production of confusion, framing-mismatch, and incoherent public information environments. The adjectival construction is essential: Obfuscratic is not a regime type; it is a *modifier* describing how a regime operates. A regime can be Sabbotarchic in form and Obfuscratic in operation simultaneously — and the framework's central diagnostic claim is that this combination produces a distinctive measurable signature.

Together: *Obfuscratic Sabbotarchy* names rule-by-sabotage that operates through deliberate obfuscation. The regime achieves its objectives through sustained dysfunction in public-facing functions (the sabbotarchic operation) while framing the dysfunction as incompetence rather than as deliberate architecture (the obfuscratic operation). The two move together; either alone would be analytically incomplete. A Sabbotarchy that operated transparently would be recognized and resisted. An Obfuscratic regime that didn't sabotage would have nothing to obfuscate. The compound captures the operational reality.

The discriminative-vocabulary apparatus around this concept — the **Multimalocracy 42-mode taxonomy** — provides the lexical scaffolding through which specific operational characteristics can be distinguished from each other. Imperocracy (rule by imperial expansion), Documentocracy (rule via document-laundering), Cryptocracy (rule via concealment), Kleptocracy (rule by theft), Plutocracy (rule by wealth), Necrocracy (rule producing population mortality), Pathocracy (rule by personality disorder), and the other 35 modes operate as analytical predicates that can be combined to describe any specific operating architecture's regime-character. Sabbotarchy is one mode within this taxonomy, but it occupies a special position: it is the mode that operates *behind* other modes, providing the operational cover that allows the other modes to proceed without conventional accountability. The Obfuscratic modifier is what enables that operational position.

The naming is not the proof. The naming is the precondition for the proof. Without precise terms for the regime form (Sabbotarchy) and the operational signature (Obfuscratic), the measurement problem cannot be specified. With the bipartite terminology, measurement becomes possible — the signature instrument measures the obfuscratic operation on sabbotarchic regimes, and the composite index aggregates this measurement.

## 3. The five signature dimensions

Genuine incompetence and engineered incompetence are structurally distinct. The distinction is not magnitude — both can produce catastrophic outcomes — but *pattern*. The five signature dimensions below operationalize the pattern-distinction.

### 3.1 Outcome-distribution asymmetry

Every operation produces outcomes. Every operation also has a *stated beneficiary* — the population or interest the operation is officially conducted to serve. The first signature dimension measures the divergence between the stated beneficiary and the realized beneficiary, where the realized beneficiary is identified through directional flow analysis of the operation's actual consequences.

Genuine policy produces a stated-vs-realized distribution that is approximately symmetric. The operation aims to benefit population X; the operation in fact benefits population X (with the expected variance, side effects, and unintended consequences that any complex operation produces). Symmetry is the signature of intent matching outcome.

Engineered incompetence produces a stated-vs-realized distribution that is sharply asymmetric. The operation is conducted under the stated rationale of benefitting population X; the operation in fact channels value, position, or jurisdictional capture toward population Y — typically an extraction architecture, a procurement pipeline, a surveillance apparatus, or a wealth-concentration substrate. The asymmetry is the signature of stated-rationale operating as cover for actual-objective.

The measurement protocol requires three components. First, identify the stated beneficiary from the operation's official policy documents, public statements, and rationale-framings. Second, identify the realized beneficiary through directional flow analysis: where did the operation's resources actually go, what populations actually gained or lost, what architectures actually accumulated value? Third, compute the divergence — qualitatively, the divergence is described by the categorical mismatch between stated and realized; quantitatively, the divergence is the magnitude of value concentration toward the realized beneficiary.

Cases of operational interest produce magnitude estimates on the scale of tens or hundreds of billions of dollars, millions of affected persons, or measurable jurisdictional reorganization. The OBBBA / Medicaid administration architecture demonstrates the framework cleanly: stated rationale is fiscal responsibility and work activation; the distributional structure concentrates benefit upward — CBO/JCT distributional analysis attributes roughly $2.3 trillion of the act's provisions mainly to the top income decile (against ~$4.5T in total cuts over the decade, with the bottom decile losing income) — co-existing with *projected* coverage losses of 9.9–15 million and modeled downstream mortality (CBO/CBPP estimates, 2034 horizon). The distinction matters to the discipline of the row: these coverage and mortality figures are forecast outcomes, not yet-realized counts, and are scored here as projected-outcome evidence labeled as such, not as events that have already occurred. So labeled, the asymmetry is extreme and quantifiable; mis-stated as realized, the row would not survive adversarial review. (A note on contestation: officials enacting the statute have publicly denied its Medicaid cuts; that denial contradicts the statutory text and the CBO scoring and carries no evidentiary weight against the documented cut — motivated denial does not downgrade a documented anchor, just as the projection-vs-realized correction above is honoured because it is a genuine methodological one.)

### 3.2 Domain-selective competence

Every operational architecture performs multiple functions. Some functions are public-facing: taxpayer service, benefit delivery, public-records access, court-process compliance, regulatory transparency. Some functions are extractive: data fusion, contract execution, surveillance integration, enforcement against disfavored targets, loyalty-pipeline deployment.

Genuine competence performs both function-classes well. Genuine incompetence performs both function-classes poorly. The signature of *engineered* incompetence is selectivity: catastrophic failure-rate in public-facing functions co-existing with surgical precision in extractive functions, in the same architecture, in the same time-window, by the same personnel.

The measurement protocol requires identifying examples in each function-class and rating delivery quality. The SSA architecture demonstrates the pattern: catastrophic wait-time deterioration in benefit-delivery (public-facing failure) co-existing with surgical data-architecture mining that powers cross-agency surveillance integration (extractive success). The IRS architecture demonstrates an even sharper instance: termination of Direct File (a publicly-funded free tax-filing tool that was working) co-existing with retention of EITC audit capacity against low-income filers (extraction against those least able to defend themselves).

The signature is *not* that public-facing functions are worse than they should be. The signature is that public-facing functions are catastrophically worse than extractive functions *in the same architecture, with the same personnel and budget allocations available*. The differential cannot be explained by resource constraint — both function-classes draw from the same resource pool. It can only be explained by deliberate prioritization.

### 3.3 Anti-remediation response

When a dysfunctional operation is identified, corrective proposals are typically offered. Some corrections are expensive (large workforce restoration, major program rebuilding); some are inexpensive (procedural change, transparency requirement, document release). The third signature dimension measures how resistance to correction varies as a function of correction cost.

Genuine incompetence produces a positive cost-resistance slope: expensive fixes are resisted more than cheap ones because budget logic dominates. An agency that genuinely lacks capacity will accept cheap improvements while resisting expensive ones — the resistance correlates with the resource demand.

Engineered incompetence produces a flat-high or inverted slope: cheap fixes are resisted as strongly as expensive ones, sometimes more strongly. The flat-high signature appears when an architecture is structurally committed to its dysfunction regardless of cost. The inverted signature is even more diagnostic: when an architecture resists effectively-free corrections (a transparency requirement, a documentation release, a single procedural change) with the same intensity it resists expensive rebuilds, the resistance cannot be explained by resource conservation. The resistance is structural protection of the dysfunction itself.

The Inspector General firings of January 24-25, 2025 illustrate this signature, with one judicial complication that must be stated honestly. At least 17 IGs were removed without the statutorily required 30-day notice to Congress; reinstating them is, in budget terms, effectively zero-cost — the IGs are available, no new personnel are required — and the executive resistance to reinstatement has been sustained. The complication: in September 2025 a federal court ruled the firings unlawful but *declined to order reinstatement*, reasoning that the President could lawfully re-fire after providing the mandated notice. The resistance to durable correction is therefore real but is not purely executive intransigence; a statutory-procedure posture is also doing work. The signature here is suggestive rather than the clean unbounded-ratio case the first draft claimed: the cost of correction is low and durable correction has not occurred, but the mechanism is partly judicial-procedural, so the example is anchored as supportive evidence, not as a decisive instance.

### 3.4 Recruitment selection

Every operational architecture makes personnel decisions: who is hired, who is promoted, who is retained, who is sidelined, who is destroyed. The fourth signature dimension measures the distribution of these decisions across three axes: technical-competence retention rate, loyalty-signal advancement rate, and dissent-tolerance ratio.

Genuine functional architectures retain technical competence (experienced personnel with subject-matter expertise stay), advance based on a mix of competence and political alignment (some balance between meritocratic and patronage advancement), and tolerate moderate dissent (internal disagreement survives without retaliation).

Engineered-incompetence architectures display a sharp three-axis pattern: low technical retention (experienced personnel exit or are pushed out), high loyalty advancement (loyalty-pipeline candidates are promoted regardless of technical competence), and near-zero dissent tolerance (internal disagreement is suppressed, often punished, and structurally prevented from accumulating).

The Schedule F architecture demonstrates the signature institutionally. The executive order (signed January 20, 2025; OPM final rule finalized February 2026) reclassifies career civil-service positions — OPM estimates ~50,000, about 2% of the workforce — into a category stripped of Merit Systems Protection Board appeal and statutory whistleblower protection, enabling replacement of career personnel with loyalty-pipeline candidates. The *architecture* is documented and in force (Occurred); the *realized* mass replacement of named incumbents is, as of early 2026, still substantially prospective (Projected), and is scored as such. The IRS probationary-employee terminations of February 2025 sharpen the picture but require an honest accounting of their arc: 7,315 employees were sent termination notices on February 20; a court ordered their reinstatement by March 17; all were reinstated; the durable headcount reduction then came through the deferred-resignation program and resignations rather than the initial firing. The Treasury Inspector General for Tax Administration subsequently found that the IRS terminated these employees *without regard to performance* — the documented finding the selection claim rests on. (That the firings disregarded performance is documented; the stronger reading that they "targeted the competent" is an inference beyond the record and is not asserted here.) The pattern is selective with respect to civil-service protection and tenure status; the documented selection criterion is protection-availability, not measured competence.

### 3.5 Information-architecture asymmetry

The fifth signature dimension is, in the author's analytical judgment, the cleanest operational definition of obfuscratic operation available. It measures the ratio between internal information coherence (within the regime, coalition, or operating architecture) and external information coherence (the public information ecosystem the regime produces).

Genuine functional architectures display roughly symmetric coherence: internal and external information environments are both relatively coherent (the regime knows what it's doing, and the public can reasonably understand what the regime is doing). Genuinely dysfunctional architectures display low coherence both internally and externally: the regime is confused, and its public communications reflect the confusion.

Engineered incompetence produces extreme asymmetry: very high internal coherence flanked by very low external coherence. The regime knows precisely what it is doing — coordination meetings, integrated implementation documents, aligned talking-point pipelines, sustained narrative architecture — while the public information environment receives mutually-contradictory framings from coordinated sources. The contradictions are not naturally arising; they are systematically produced. Four surrogates simultaneously deny that Project 2025 exists, defend its goals as obvious, dismiss its scope as exaggerated, and embrace its implementation as inevitable — and this multi-rationale incoherence is the operational point. The external incoherence is the cover that allows the internal coherence to proceed.

The measurement protocol identifies the internal coherence evidence (leaked documents, coordination meetings, integrated implementation architectures) and the external coherence evidence (mutually-contradictory public framings, simultaneous-denial-and-implementation patterns, manufactured ambiguity around specific operations). The asymmetry magnitude is the gap between the two. Internal coherence above 80, external coherence below 30, produces a gap of 50+ which is diagnostic.

This is the dimension weighted most heavily in the composite Obfuscratic Sabbotarchy Index (weight 0.30) because it is the most structurally specific. The other four dimensions have alternative explanations available (resource constraint, ideological commitment, normal political polarization); the information-architecture asymmetry signature has no alternative explanation that survives scrutiny. *Obfuscratic operation is most legible here.*

## 4. The composite Obfuscratic Sabbotarchy Index

The five signature dimensions are aggregated into a single Obfuscratic Sabbotarchy Index per architecture. Each dimension is scored on a 0–100 scale; the composite is the weighted average:

The weights reflect methodological judgment about the structural-specificity of each dimension. Information-Architecture Asymmetry (S5) is weighted highest because its signature is least available to alternative explanations. Outcome-Distribution Asymmetry (S1) is weighted second-highest because it is the most empirically observable. Domain-Selective Competence (S2) is weighted third because it is methodologically robust but requires more interpretive work. Anti-Remediation Response (S3) and Recruitment Selection (S4) are weighted lower because they have the most alternative explanations available (resource constraint and normal political turnover, respectively) and require the most careful evidence analysis to score reliably.

The index produces four bands:

The band thresholds are calibration conventions on the weighted mean. *(Correction, v1.2: earlier versions of this paper claimed the 70 boundary "corresponds to scoring in the engineered range on at least four of five dimensions" and the 85 boundary to all five. That correspondence does not survive arithmetic under unequal weights: four dimensions at exactly 70 with the fifth at 30 produce composites of 58–66 depending on which dimension is low, and a composite ≥85 is reachable without all five dimensions ≥70. The count-based justification is withdrawn.)* The thresholds are retained because the seed set's band membership is insensitive to ±0.05 weight perturbations — under all 20 single-pair shifts of the weight vector, each composite moves by at most ~1 point and no architecture changes band except OBBBA, which sits on the 85 boundary. These boundaries can be revised as the framework matures and more architectures are scored.

## 5. The hybrid scoring methodology

The signature instrument operates on a hybrid scoring model that combines author-scored seed architectures with infrastructure for analyst-extended scoring.

The six seed architectures (DOGE, OBBBA, ICE, IRS, NIH, VA) are scored by the author with full evidence anchoring. Each score on each dimension is traceable to specific evidence: cells in the Polymorphic Catalysis Toroid, agency reports, court filings, CBO scoring documents, congressional records, investigative journalism. The audit trail is preserved in the instrument's evidence-anchor tables and is replicable: an independent analyst can examine the same evidence and either confirm or revise the score.

The infrastructure supports extension to additional architectures via the same evidence-anchored methodology. Adding an architecture requires the analyst to score it on each of the five dimensions with documented evidence; the architecture then enters the comparison table and the cross-architecture signature distribution becomes more legible.

The hybrid model is methodologically chosen. Pure author-scoring would limit the framework's external validity — it would function as one analyst's diagnostic claim. Pure methodology-scaffolding (zero scored architectures) would limit the framework's demonstrative power — it would describe a measurement procedure without showing what the measurements look like. The hybrid produces both: a demonstrative initial dataset, and infrastructure for the framework's continued development.

The scoring rubric document accompanying this paper specifies the per-dimension criteria in detail.

## 6. Initial findings across six seed architectures

The six seed architectures produce a striking distribution. All six score above 70, with four scoring above 85 (extreme signature) and two in the high-engineered range. This is not a methodological artifact; it reflects the analytical principle that motivated the framework. Government-services-redirection architectures were selected as the focused domain precisely because they were predicted to display the signature pattern most cleanly, and the dataset confirms the prediction.

The differential distribution within the six architectures is itself diagnostic. *(Version note: the composites in this paragraph are the v0.1-era values this paper originally shipped with. After the v1.2 evidence-anchor corrections and the addition of a seventh architecture (Regulatory Rollback, instrument v0.8), the live instrument's per-dimension data — which is canonical — recomputes to IRS 91 · DOGE 89 · Rollback 88 · ICE 85 · OBBBA 85 · NIH 80 · VA 76. Gaps within ~5 points are inside the scoring error band and are not ordinal claims; see the instrument's Robustness notes.)* The IRS dismantling (composite 89) and DOGE federal workforce reduction (composite 89) tie for the highest scores, both driven by extreme S5 information-architecture asymmetry combined with extreme S1 outcome-distribution asymmetry. The OBBBA / Medicaid administration (composite 86) and ICE/DHS detention apparatus (composite 86) follow closely, with ICE displaying slightly lower S5 and OBBBA displaying slightly lower S2. The NIH compression (composite 77) and VA restructuring (composite 74) operate in the lower engineered range, reflecting less stark asymmetries (NIH's S1 is high but its S2 is more mixed; VA's resistance pattern shows partial-architecture protection rather than uniform commitment).

The cross-architecture pattern matters. Genuine policy disagreement would produce architectures distributed across the full index range; coordinated engineered incompetence produces architectures clustered in the engineered and extreme bands. The clustering is the signature at the meta-level.

## 7. Methodological limitations

Four limitations require explicit acknowledgment.

First, the scoring is interpretive. While each score is anchored to documented evidence, the conversion from evidence to score involves judgment. Independent analysts may score the same architecture somewhat differently. The framework's robustness depends on whether the rank-ordering of architectures is stable across analysts, not on whether individual scores are identical. Cross-analyst replication is an open research program.

Second, the dimensions are not fully independent. An architecture with extreme S5 (information-architecture asymmetry) will tend to also produce extreme S1 (outcome-distribution asymmetry) because manufactured information incoherence is typically deployed in defense of outcome-distribution asymmetry. The composite index accounts for this through the weighting, but the underlying dimensions cannot be treated as orthogonal axes.

Third, the framework distinguishes engineered from genuine incompetence but does not distinguish among different forms of engineering. An architecture scoring 90 may be engineered for wealth concentration, for jurisdictional capture, for population subjugation, or for coalition consolidation — the index does not resolve which. The Multimalocracy 42-mode taxonomy provides the discriminative vocabulary for resolving this; the signature instrument identifies that engineering is occurring; the operational-mode analysis identifies what kind.

Fourth, the framework currently scores architectures synchronically (at a single time point). Engineered incompetence is typically a developmental phenomenon — architectures move toward or away from engineered states over time. Longitudinal scoring is an obvious extension but requires more methodology development.

## 8. Integration with the Polymorphic Catalysis Toroid

The Obfuscratic Sabbotarchy — Deception Arcane is a companion instrument to the Polymorphic Catalysis Toroid. The toroid documents the *relational architecture* of an operating coalition — actors, targets, intent channels, actor-actor relationships, benefit-inferred backchannels, polarity tensions. The Deception Arcane *measures the regime-character* of those operations.

The integration is structural. Cell references in the toroid (e.g., 7.297 for HHS OBBBA administration, R040 for the federalist-society to judiciary pipeline, B040 for ICE/DHS to private-equity detention architecture) anchor measurement rows in the Deception Arcane. The toroid is the evidence layer; the Deception Arcane is the measurement layer. Together they form a two-instrument diagnostic stack.

An analyst working with both instruments simultaneously can: identify an operation of interest in the toroid; examine its cell-content for operational documentation; consult the Deception Arcane to see the signature score of the broader architecture the operation belongs to; and either confirm or revise the score based on the cell-specific evidence. The instruments are designed to support this iterative workflow.

The instruments are also separable. The toroid functions as a standalone relational instrument for analysts who want to understand operational architecture without invoking the engineered-incompetence diagnostic. The Deception Arcane functions as a standalone measurement instrument for analysts who want to apply the signature framework without engaging with the full toroid schema. Each serves its own use cases independently.

## 9. Future directions

The framework as deployed in v0.1 is a first scaffold. Several extensions are visible.

The most immediate extension is broadening the architecture set within the government-services-redirection domain. SSA, Department of Education, EPA, USDA, HUD, SEC, and other agencies operate architectures that should be scored on the same framework. The instrument's infrastructure supports this without modification; the work is evidence research and scoring.

A second extension is longitudinal scoring. The current scores are synchronic; engineered architectures develop over time, and scoring the same architecture at multiple time points would reveal trajectory information. The DOGE architecture in February 2025 is not the same as the DOGE architecture in May 2026; the signature evolution is itself diagnostic.

A third extension is comparative-regime analysis. The framework can be applied beyond US government services — to corporate architectures (BlackRock fiduciary asymmetry, defense-prime procurement architecture), foreign-state architectures (Russian inaction-via-incompetence theater, Israeli architectural-violation patterns), or civil-society architectures. The obfuscratic-sabbotarchic signature is regime-character-agnostic with respect to political affiliation; the framework applies wherever the signature pattern emerges.

A fourth extension is automated evidence extraction. The current instrument requires manual evidence-anchoring; future versions could automate the extraction of signature-relevant evidence from the toroid's cell content, news archives, and government documents, scaling the analyst's reach.

A fifth and more methodologically demanding extension is cross-analyst replication. The framework's external validity depends on whether independent analysts produce convergent rank-orderings of architectures. Establishing this requires a formal replication study with multiple analysts scoring the same architectures independently and comparing the resulting distributions.

## 10. The framework's analytical position

The Obfuscratic Sabbotarchy signature framework occupies a specific analytical position. It is not an accusation; it is a measurement procedure. It does not claim that any specific architecture is engineered-incompetent; it provides the procedure by which an architecture can be measured on the signature dimensions and scored. The scoring is replicable; the evidence is anchored; the methodology is documented. An architecture that scores below 30 on the index is consistent with genuine incompetence or genuine competence, and the framework provides no basis for further diagnostic claim. An architecture that scores above 85 has satisfied a measurable signature pattern that, on the framework's analytical terms, is consistent with engineered incompetence operating obfuscratically.

The framework's value is twofold. It allows accusations of engineered incompetence to be subjected to the same evidentiary discipline as any other empirical claim. And it allows the cross-architecture signature pattern to be observed quantitatively — the fact that multiple architectures cluster in the engineered range simultaneously is itself diagnostic of coordinated regime-character rather than isolated agency dysfunction.

The framework is also designed for self-criticism. Each scoring decision is anchored to evidence; each evidence anchor is auditable; each score can be revised when new evidence emerges or when the analyst's interpretation is challenged. The framework's authority is derivative of the documentation behind it, not constitutive of any analyst's claim. *The framework is meant to outlive any specific analyst's use of it.*

## Appendix A: Glossary of key terms

**Obfuscratic Sabbotarchy** — the framework's proper concept-name. The bipartite construction names rule-by-sabotage (the *sabbotarchic* regime form) operating through deliberate obfuscation that frames the sabotage as incompetence (the *obfuscratic* operational signature). Originated by B. Greenway through linguistic-autopsy procedure.

**Sabbotarchy** — the regime form. From *sabotage* (with initial phoneme stripped) + *-archy* (classical Greek root meaning *rule*). Names the structural category: rule by sabotage. Sits in the etymological family of regime forms alongside monarchy, oligarchy, hierarchy, anarchy.

**Obfuscratic** — the operational modifier. From *obfuscation* + *-cratic*. Describes regimes that operate through the deliberate production of confusion, framing-mismatch, and manufactured external incoherence flanking internal coordination. Not a regime type but an adjective describing how a regime operates.
