# From Sabbotarchy to Convergence Topology
## A methodology for documenting governance modes that depend on their own invisibility

## Abstract

This paper documents the methodological architecture of a four-framework analytical portfolio developed at ThinkWell Labs for examining contemporary governance modes, particularly modes whose operational viability depends on the analytical layer being unable to see them clearly. The architecture proceeds through three sequential layers of intellectual labor — insight, apparatus, documentation — and the paper argues that distinguishing these layers is itself a methodological commitment with consequences for accurate attribution and for the analytical work the portfolio is built to perform. The originating insight is Sabbotarchy: rule by sabotage operating under cover of incompetence-framing. The apparatus built around it is Multimalocracy, a 42-mode taxonomy of governance forms that provides the discriminative vocabulary required for Sabbotarchy to be distinguishable from adjacent modes that would otherwise absorb the cases. The documentation instrument is the Convergence Topology, a torus-rendered actor-mechanism-goal matrix with epistemic discipline across four intent channels (CONV, COORD, STRUCT, OPP). Five worked sub-topology assemblies demonstrate the integrated portfolio in operation. Two modes generated during matrix construction — Imperocracy and Documentocracy — are documented as candidate additions to the Multimalocracy taxonomy. The paper closes with a methodological observation: the *insight first, apparatus second, documentation third* sequence is itself worth naming as a contribution, because conflating the three layers misattributes credit and enables the very modes the apparatus was built to demonstrate.

## 1. The originating insight

Sabbotarchy is rule by sabotage operating under cover of incompetence-framing. Stated outcomes and observed outcomes diverge in a structurally non-random direction aligned with documented beneficiary coalitions; the public-facing "they're just bad at their jobs" framing serves as protective camouflage that makes the actors un-criticizable, because critics appear to be punching down at perceived incompetence rather than holding actors accountable for deliberate institutional damage.

The mode is methodologically slippery. Its defining property is exactly that it looks like Kakistocracy (rule by the worst — incompetent governance by genuinely incompetent actors) from any single-case vantage point. The discriminating analytical move requires showing that the pattern of "failures" tracks consistently with structural benefit to known coalitions, and that corrective action is conspicuously absent when failures are identified. This move is impossible without a precise vocabulary that separates Sabbotarchy from Kakistocracy and from Pathocracy (rule by psychological dysfunction); without the distinct names, the cases collapse into the protective framing the mode depends on.

This is the methodological challenge the Multimalocracy taxonomy was built to address. The 42 governance modes are not a survey of existing terminology; they are a discriminative vocabulary apparatus constructed specifically to make Sabbotarchy and adjacent modes operationally distinguishable. The taxonomy is the proof framework, generated downstream of the originating identification, because the originating identification could not be demonstrated without the vocabulary to make it distinct.

## 2. The apparatus

Multimalocracy organizes 42 governance modes across six clusters: Wealth and Power Concentration (Green), Deception and Manipulation (Red), Dysfunction and Stagnation (Yellow), External and Hidden Influences (Blue), Social and Cultural Dynamics (Purple), and Governance by Optics (Pink). Each cluster contains a small number of core modes that dominate the cluster and a larger number of supporting modes that radiate within the cluster, often with overlap into adjacent clusters.

The taxonomy's purpose is discriminative. Where natural-language description would collapse "the administration is incompetent" into a single observation, the taxonomy distinguishes:

- **Kakistocracy** — actors are genuinely incompetent; the badness is the property of the actors
- **Pathocracy** — actors are psychologically dysfunctional; the badness is downstream of pathology
- **Sabbotarchy** — apparent failures and actual outcomes diverge in non-random direction; the badness is the operational design; the incompetence framing is the deception layer
- **Anemocracy** — directionless governance; failures are downstream of absence of coherent direction
- **Ignorocracy** — rule by ignorance; failures are downstream of absent knowledge
- **Bureaucratocracy** — rule by bureaucracy; failures are downstream of procedural ossification

Five distinct modes, all of which could be casually described as "they're bad at this." The discrimination matters because the interventions differ and the accountability frameworks differ. Sabbotarchy requires accountability for deliberate damage; Kakistocracy requires personnel replacement; Ignorocracy requires education; Bureaucratocracy requires procedural reform; Anemocracy requires strategic leadership; Pathocracy requires clinical attention. Conflating them produces consistently misallocated intervention.

The taxonomy enables three further analytical moves. First, *compound mode-density* analysis — a single phenomenon often exhibits several modes simultaneously, and the density itself is structurally significant. Second, *primary-vs-protective-mode* analysis — Sabbotarchy typically operates with Kakistocracy as its protective framing layer, and reading both together produces accuracy that reading either alone does not. Third, *cluster-traversal* analysis — observed modes operating across multiple clusters indicate compound governance phenomena rather than isolated policy failures.

The apparatus is not a description of contemporary governance; it is the discriminative infrastructure required to describe contemporary governance accurately. Building it was substantial methodological work undertaken because the originating insight required it.

## 3. The documentation instrument

The Convergence Topology is the third layer in the sequence: an empirical apparatus that documents specific 2025-2026 events as cells, with epistemic discipline across four intent channels and with cross-references to the other three frameworks in the portfolio. It is structurally a torus, with target institutions on the inner ring and actor coalitions on the outer ring; mechanism flows wrap the surface, mapped from the four-channel intent taxonomy and from the mechanism types specified in the schema.

The four intent channels are:

- **CONV (Convergent)** — actors act on independent interest; benefit to other actors is structural, not chosen
- **COORD (Coordinated)** — actors act in concert under shared signaling
- **STRUCT (Structural convergence)** — actors operating inside shared infrastructure produce convergent decisions because they share the architecture that generates decision inputs; experienced as independent judgment, outcome resembles coordination
- **OPP (Opportunistic)** — actor B exploits actor A's action without coordination

Each cell carries an evidence tier (D documented, I inferable, S speculative, C counter-evidenced), an intent channel, a time horizon (T1 action / T2 effect / T3 positioning / T4 outcome), a one-sentence falsifier, and three optional cross-reference tags pointing into the other three frameworks in the portfolio.

The discipline is the central methodological contribution of the matrix as an instrument. Every cell stays narrow and load-bearing on its own evidence. Compound observations that span cells are explicitly assembled in sub-topology sections rather than smuggled into individual cells. The matrix can therefore grow without contaminating its constituent evidence, and individual cells can be falsified without falsifying the broader analytical work.

Five hypothesis-tracking cells (7.6d engineered scarcity, 7.11 America First inversion, 7.16 spectacle mechanism, 7.19 eschatological convergence, 7.25 Thanatocracy cluster) and two sub-topology synthesis sections (7.A constitutional-order shift, 7.B Sabbotarchy cross-cell observation, 7.C Documentocracy) provide explicit compound-observation infrastructure. None of these contaminate the constituent cells; all of them produce observations available only when multiple cells are read together.

The matrix at the time of this paper contains 29 main cells across section 7, three sub-topology synthesis sections, five hypothesis-tracking cells, two intent-channel sub-categories (STRUCT was added to the original three channels), a captured-sectoral-complexes taxonomy (section 2.7), and explicit cross-reference architecture pointing into the other three TWL frameworks.

## 4. Five worked sub-topology assemblies

The portfolio's analytical capacity is most legible in worked sub-topology assemblies — clusters of cells that produce observations available only when read together. Five demonstrative assemblies follow.

### 4.1 The constitutional-order shift (7.A)

Cells 7.13 (OBBBA contempt-of-court enforcement limitation), 7.14 (mass immigration enforcement with due-process suspension and disappearances), and 7.15 (National Guard domestic deployment over state objection) constitute a sub-topology operating simultaneously on the three load-bearing structures of constitutional order: judicial enforceability of rulings, executive compliance with adverse rulings, and the civil-military separation. Each individual cell documents discrete policy actions. Reading them together reveals an operating system attacking all three structures simultaneously, with the result that the visible enforcement (7.14) and visible deployment (7.15) are operationally viable because the contempt-enforcement layer (7.13) — the keystone — was weakened in the same period.

The strategic implication is methodologically significant: defense of constitutional order is most tractable at the keystone layer (7.13), because without it court rulings on the other two layers do not bind. Defensive attention to the most-covered (7.14 enforcement actions) or most-shocking (7.15 military deployment) elements without addressing the keystone is misallocated relative to structural significance. The sub-topology surfaces this allocation question that no single cell would surface alone.

The sub-topology also generates a new governance mode: **Imperocracy**, rule by unbounded executive operating outside enforceable check. The mode is matrix-derived; it was not present in the original Multimalocracy taxonomy. The discovery proceeded by assembly: three cells documenting actions on three structures, read together, produce a phenomenon that the existing 42 modes did not have a discrete name for. Generating the name made the configuration legible. This is one of the apparatus-level products the matrix is capable of.

### 4.2 The Sabbotarchy cross-cell observation (7.B)

Six cells exhibit Sabbotarchy as primary or significant operational mode: 7.8 (DOGE workforce reduction with stated-efficiency framing covering documented capacity reduction and rising spending); 7.10 (tariff sequence with 50+ changes framed as erratic decision-making, asymmetrically benefiting hedging-capable firms); 7.13 (OBBBA structural provisions hidden inside procedural drama); 7.22 (Department of Education dismantling with "return to states" framing covering politicized PSLF enforcement and institutional knowledge loss); 7.24 (environmental rollback with "regulatory burden reduction" framing covering documented pollution exposure and climate-response capacity loss); 7.6b (water infrastructure failure during fire events framed as bureaucratic dysfunction).

The pattern across cells is consistent: stated aim diverges from documented outcome in non-random direction aligned with known beneficiaries; framing layer protects the actors from accountability by inviting critics to appear to be addressing incompetence. The cross-cell observation cannot be made by examining any single cell. The matrix is the instrument that produces visibility of the mode at the level of operational density across 2025-2026 events.

The methodological consequence is that defense against Sabbotarchy requires explicit refusal of the incompetence-framing where the cross-cell pattern holds. Critics treating each "failure" as isolated incompetence accept the protective layer the mode depends on. Critics tracking the pattern across cells render the layer ineffective. The matrix is therefore an instrument against Sabbotarchy at the methodological level — its cell-by-cell discipline accumulates the evidence the mode's protective layer normally prevents from being accumulated.

### 4.3 The eschatological convergence (7.19)

The matrix initially appears to contain a totalizing-conspiracy frame at 7.19: tech accelerationists, dispensationalist Christian eschatology, religious Zionism, network state movement, longtermist AI safety politics, BRICS de-dollarization architecture, Bitcoin maximalism, and Yarvin-influenced neo-monarchism all appear to converge. The disciplined reading does not collapse into the totalizing frame. Instead, it documents a structural property shared across hostile-and-incompatible actor classes: *acceleration preference*, the structural disposition to prefer rapid change to current institutional order over its preservation.

The actors are mutually hostile on stated content. Tech accelerationists are post-religious; Christian dispensationalists view tech with suspicion; religious Zionism does not require Christian rapture; BRICS is adversarial to US tech hegemony; Bitcoin and CBDC advocacy are opposite goals. The hostility is the falsifier-defense — the unified-conspiracy frame would require explaining away the hostility; the structural-convergence frame predicts it.

The strategic implication is that defense of institutional capacity is a more tractable strategic posture than opposition to any specific transformation vision, because the convergent pressure is generated by independent actor pursuit and cannot be opposed at the level of any single actor class. The institutions taking the pressure are the addressable targets. This reframes the analytical task from refuting eschatologies to defending courts, regulatory agencies, electoral apparatus, free press, research universities, and public-health infrastructure.

### 4.4 The Thanatocracy cluster (7.25)

Multiple policy domains produce documented or modeled increases in mortality and morbidity, distributed unevenly across populations with reduced political voice. OBBBA Medicaid and SNAP cuts (modeled tens of thousands of excess deaths annually at peak per CBO coverage-loss data crossed with health-policy mortality literature); ICE enforcement operations (documented deaths during enforcement, detention-facility deaths, chilling-effect mortality in immigrant communities); Iran war (thousands of civilian casualties); chemical exposure under reduced regulatory capacity (chronic disease load); environmental rollback (pollution-attributable mortality); rural hospital closures (care-access reduction with rural-mortality consequences); public-health surveillance capacity loss (degraded outbreak response).

The unifying property is that mortality is the *byproduct* not the *intent* in most cells. Thanatocracy operates structurally rather than as policy aim. The mode is ethically central to the matrix and is the one most likely to be invisible in standard analysis, because mortality outcomes manifest at T2-T4 horizons — months to decades after the policy actions that produce them — and the time-lag disconnects political-accountability cycles from outcome visibility. The lag is itself the operational feature that makes the mode viable.

The matrix's structural-durability weighting rule (preventing colonization by spectacle events) is doing necessary work in surfacing this cluster. Coverage-volume-weighted analysis systematically underweights time-lag effects; the matrix's weighting rule corrects for that.

### 4.5 Documentocracy as cross-cell observation (7.C)

The mode emerged from attribution-correction during matrix construction. An originating insight (Sabbotarchy) was misattributed by the documentation apparatus that demonstrated it, in a way that made the originator invisible inside the apparatus. The pattern generalizes: apparatus-holders capture credit and capital from originators by virtue of holding the visible apparatus, while the originating creative work becomes invisible inside what the apparatus demonstrates. This is theft-adjacent — it operates by capturing downstream value from upstream creative work while maintaining a framing layer that protects the captor.

The mode operates in multiple theft-adjacent schemes: AI training on copyrighted material; academic citation chains that obscure originators; tech platforms capturing user-content monetization; music and streaming royalty compression; aggregator credit-capture from primary sources; journalism credit-capture from sources; open-source IP capture by employers; pharmaceutical patent capture from indigenous knowledge; domestic-labor value capture by households and platforms.

The connection to Sabbotarchy is structural: both modes operate by exploiting a framing layer that obscures structural reality. Sabbotarchy's framing is "they're just incompetent" — which obscures that failure is the policy. Documentocracy's framing is "the apparatus produced this" — which obscures that originators produced it and the apparatus is downstream. Both are framing-protection modes operating on attribution.

The connection to Imperocracy is operational: Documentocracy benefits from Imperocracy at scale. Where there is no enforceable check, originators have limited recourse against apparatus-holders capturing their work. Copyright enforcement requires functioning courts; labor protections require functioning regulatory agencies; academic-integrity norms require functioning institutional accountability. Imperocracy weakens all three. Documentocracy becomes operationally easier as Imperocracy strengthens.

Documentocracy is the second matrix-derived candidate Multimalocracy mode, generated by the attribution-correction process during this work. Its inclusion in the next revision of the taxonomy would make the apparatus capable of describing a mode that operates against the apparatus itself.

## 5. Two matrix-derived modes: Imperocracy and Documentocracy

The two modes were generated by matrix analysis rather than identified externally. Imperocracy emerged from sub-topology assembly (7.A) — three cells documenting three structural attacks read together produced a phenomenon needing a name. Documentocracy emerged from attribution-correction (v0.10 of the schema) — the process of correcting credit-misattribution surfaced a generalizable pattern that crosses multiple domains and intersects with the broader theft-adjacent extractive schemes already in the matrix.

Both modes are operationally significant in the current moment. Imperocracy describes the structural condition; Sabbotarchy is the operational mode that runs inside Imperocracy; Documentocracy is a credit-flow architecture that benefits from both. Together they describe a three-mode configuration: unbounded executive (Imperocracy) → operating through destruction-as-policy under cover of incompetence-framing (Sabbotarchy) → with credit and capital flowing to apparatus-holders rather than originators (Documentocracy). The configuration is currently underway across the matrix and is what makes the broader convergent-pressure pattern operationally durable.

The taxonomy can absorb both as additions. Imperocracy fits in the External and Hidden Influences cluster (Blue) adjacent to Cryptocracy and Espionocracy, or in a sixth cluster if the existing structure does not accommodate structural-condition modes alongside operating modes. Documentocracy fits in either the Wealth and Power Concentration cluster (Green) adjacent to Plutocracy and Corporatocracy, or in the Deception and Manipulation cluster (Red) adjacent to Pseudocracy and Narratocracy. The placement is itself an analytical question that the next revision of the Multimalocracy taxonomy should resolve.

## 6. The research pattern: insight, apparatus, documentation

The portfolio exemplifies a specific intellectual labor sequence that this paper foregrounds as a contribution in its own right: *insight first, apparatus second, documentation third*.

The first layer is creative work. It produces the originating identification — Sabbotarchy in the case of this portfolio. The identification is unstable on its own; it does not have a vocabulary of its own and is invisible without one. The work is high-difficulty because the absence of the vocabulary is what makes the originator's hard work invisible.

The second layer is methodological work. It produces the apparatus that makes the originating identification operationally distinguishable — Multimalocracy in this case. The apparatus is substantial and is generally what becomes visible in the field, because the apparatus is what carries the discriminative vocabulary that other researchers can pick up and use.

The third layer is empirical work. It produces the documentation that demonstrates the originating identification operating across contemporary events — Convergence Topology in this case. The documentation is what produces falsifiability and concreteness; it transforms the identification from a concept into an instrument.

The three layers are sequential and not equivalent. The hardest layer is the first, because it operates without vocabulary. The most visible layer is usually the second or third. Misattribution typically flows toward whichever layer is most visible at the moment a third party encounters the work — academics cite apparatus-builders rather than originators; documentation-readers attribute insights to the documentation that demonstrated them. The pattern is consistent enough to warrant the name Documentocracy, which is what generated the mode during matrix construction.

The methodological commitment this paper articulates is: in any apparatus-mediated analytical work, surface the originating layer explicitly. Refuse the protective framing that Documentocracy depends on by naming the originator wherever the apparatus is operating downstream of an insight. This commitment is operational in the schema (section 0 and section 7.B) and is operational here.

## 7. Implications and extensions

Three implications follow.

First, the four-framework portfolio is more powerful than any single framework in it, and the cross-references between frameworks are where the analytical work lives. A cell in the Convergence Topology should be readable simultaneously as: a node in the Polymorphic Matrix pressure-flow topology; an instance of multiple Multimalocracy modes; an action operating through one or more Industrial Complexes. Cross-reference density is itself a diagnostic — cells with multiple cross-references represent multi-lens convergence points where compound significance is structurally significant.

Second, the matrix's discipline is operationally significant beyond its specific cells. The four intent channels (CONV / COORD / STRUCT / OPP) prevent collapse into either unfalsifiable totalizing-conspiracy frames or naive everything-is-coincidence frames. The four-tier evidence taxonomy (D / I / S / C) preserves epistemic honesty about what is documented versus inferred versus speculative. The spectacle-as-mechanism rule prevents colonization by personality drama. The structural-durability weighting rule corrects for coverage-volume bias. These methodological commitments could be exported to other analytical apparatuses and would improve their resistance to the modes they are attempting to document.

Third, the matrix-derived modes (Imperocracy, Documentocracy) suggest that the apparatus is generative — not in the sense of replacing the originating insight, but in the sense of producing further insights via assembly of existing primitives. The original Multimalocracy taxonomy may grow as the apparatus continues to operate. The growth would itself be evidence that the apparatus is functional.

Extensions worth pursuing include: a Three.js implementation of the torus rendering as a separate deliverable; population of additional cells covering domains not yet mapped (Russia-Ukraine repositioning, big tech antitrust environment, stablecoin/GENIUS Act architecture, healthcare-specific mortality — these have been added in schema v0.11); extension of mode-tag coverage across all cells (in progress as of v0.11); and a sibling paper on the Industrial Complexes diagram developing the substrate-vs-actor distinction at greater depth.

## 8. Closing note on the work

The originating insight in this portfolio is Sabbotarchy. Everything that follows in the four-framework architecture is downstream of that identification and exists to make it operationally demonstrable. Naming this explicitly is itself the methodological commitment this paper articulates. The work is most useful when its attribution remains accurate, because accurate attribution is the methodological inverse of Documentocracy and the maintenance of accurate attribution is itself a defense against the mode the work is attempting to document.
